UPPSC RO ARO 2023 Application Fee

To complete the UPPSC RO ARO application form candidates must be necessary to pay the required application fee. The application will be paid in online mode and not refunded under any circumstance. UPPSC RO ARO 2023 Selection Process

Selection of the candidates for UPPSC RO ARO Recruitment 2023 includes the prelims exam, mains exam, and typing test.

To get selected for the posts of Review Officer (RO) and Assistant Review Officer (ARO) posts under UPPSC RO ARO Recruitment 2023 candidates are required to qualify for all selection phases as mentioned below.

Stage 1: Prelims Exam

The Uttar Pradesh Public Service Commission (UPPSC) will conduct the UPPSC Prelims Examination to shortlist candidates for the UPPSC Mains Exam. चयन प्रक्रिया (Selection process)

इस पद के लिए अभ्यर्थियों को केवल लिखित परीक्षा  ही देनी पड़ती है इसमें अभ्यर्थियों को इंटव्यू (Interview) के लिए नहीं बुलाया जाता  है, लेकिन अभ्यर्थी को लिखित परीक्षा के अंतर्गत प्रारंभिक परीक्षा और मुख्य परीक्षा देनी रहती है, प्रारंभिक परीक्षा के अंतर्गत  अभ्यर्थियों को दो पेपर देने रहते है |

प्रारंभिक परीक्षा (Pre Exam)

प्रारंभिक परीक्षा के अंतर्गत सामान्य अध्ययन में 140 बहुविकल्पीय प्रश्न दिए जाते है, और हिंदी से सम्बंधित परीक्षा में 60 बहुविकल्पीय प्रश्न हल करने रहते है,  जिसके  लिए एक अंक निर्धारित किया जाता  है, अर्थात परीक्षा का पूर्णांक 200 अंको  का निर्धारित किया गया है | इसके बाद  अभ्यर्थियों को दोनों प्रश्नपत्रों को मिलाकर सामान्यत: 60 से 65 प्रतिशत अंक लाने अनिवार्य रहेंगे |

मुख्य परीक्षा (mains exam)

• प्रथम प्रश्नपत्र- सामान्य अध्ययन यह प्रश्न पत्र बहुविकल्पीय कराया जाता  है ।
• द्वितीय प्रश्नपत्र- सामान्य हिंदी एवं आलेखन यह प्रश्न पत्र वर्णनात्मक प्रकृति का कराया जाता है ।
• तृतीय प्रश्नपत्र सामान्य शब्द एवं हिंदी व्याकरण यह प्रश्न पत्र वस्तुनिष्ठ (बहुविकल्पीय) प्रकृति का होता है।
• चतुर्थ प्रश्नपत्र- हिंदी निबंध वर्णनात्मक प्रकृति के विषय में है ।

आर.ओ. मुख्य परीक्षा में कुल 400  अंक निर्धारित किये गए है |

• प्रथम प्रश्नपत्र सामान्य अध्ययन में अभ्यर्थियों को कुल 120 वस्तुनिष्ठ प्रश्नों को हल करना रहता है, जिसके लिए उन्हें अधिकतम दो घंटे का समय  दिया जाता है |
• द्वितीय प्रश्नपत्र सामान्य हिंदी एवं आलेखन (वर्णनात्मक) के लिये अधिकतम 100 अंक निर्धारित किये गए है, जिसके लिए अभ्यर्थियों को ढाई घंटे का समय दिया जाता है |
• तृतीय प्रश्नपत्र सामान्य शब्द एवं हिंदी व्याकरण (वस्तुनिष्ठ) में अभ्यर्थियों को  कुल 30 प्रश्न  हल करने रहते हैं, इसका अधिकतम 60 अंक निर्धारित किये गए है  इसे हल करने के लिए अभ्यर्थियों को अधिकतम आधे घंटे का समय मिलेगा |

यूपी सरकार (UP Government) में समीक्षा अधिकारी (RO) और असिस्टेंट समीक्षा अधिकारी बनने की ख्वाहिश हर किसी का होता है. लेकिन यह ख्वाहिश तभी पूरा हो सकता है, जब आप UPPSC RO ARO भर्ती परीक्षा को पास कर लेते हैं.

यूपीपीएससी द्वारा जिन उम्मीदवारों का चयन RO और ARO के लिए होता है, उन्हें सैलरी (UPPSC RO ARO Salary) के साथ कई तरह की सुविधाएं भी मिलती है. आइए इसके बारे में नीचे विस्तार से जानते हैं.

UPPSC RO ARO की इन हैंड सैलरी

कटौतियों और भत्तों के बाद कर्मचारी के खाते में जमा किए गए वेतन को इन हैंड सैलरी कहा जाता है. इन हैंड सैलरी बेसिक पे के साथ-साथ महंगाई और अन्य भत्ते भी शामिल होते हैं. मासिक UPPSC सैलरी लगभग 65,000 रुपये से 70,000 रुपये के बीच होगा.

UPPSC RO ARO का लाभ और भत्ते

यूपीपीएससी आरओ एआरओ की सैलरी उत्तर प्रदेश सरकार द्वारा निर्धारित की जाती है. कर्मचारियों को दिए जाने वाले सभी भत्ते उनके बेसिक पे पर निर्भर होते हैं. कुछ अनुलाभ और भत्ते नीचे सूचीबद्ध हैं.

महंगाई भत्ता:

महंगाई भत्ता एक कर्मचारी के आधार वेतन का एक अनुपात है, जिसका उपयोग कर्मचारियों पर मुद्रास्फीति के प्रभाव को कवर करने के लिए किया जाता है. डीए की रकम कर्मचारी के तय बेसिक से तय होती है.

मेडिकल फैसिलिटी:

उन्हें उनके मेडिकल बिलों की कीमत पर मेडिकल फैसिलिटी प्रदान की जाती है. मेडिकल एड प्राप्त करने के लिए कर्मचारियों को अस्पताल के बिल और रसीदें दिखानी होंगी.

वाहन भत्ता:

वाहन भत्ता उन कर्मचारियों को प्रदान किया जाने वाला राशि है, जिन्हें नौकरी के हिस्से के रूप में अपना वाहन चलाने की आवश्यकता होती है.

राशन मनी:

कर्मचारियों द्वारा उनके किराने और भोजन के बिलों के लिए जारी किया गया राशि है. हालांकि, कर्मचारियों को इस भत्ते का दावा करने के लिए बिल पेश करना होगा.

समीक्षा अधिकारी के कार्य

• समीक्षा अधिकारी का मुख्य कार्य  रूप से अनुभाग में प्राप्त होनें वाले पत्रों को दैनिकी में अंकित करना, तथा अनुभाग के लिये निर्धारित पंजियों का रख-रखाव करना और कागज पत्रों, पत्रावलियों के संचालन को सही-सही अंकित करना रहता है ।
• स्वच्छ प्रतियां तथा विवरण पत्र तैयार करना रहता है |
• इसके अलावा प्रतियों का मिलान करनें में अन्य सहायकों को सहायता प्रदान करना रहता है |
• समीक्षा अधिकारी निर्गत की जानें वाली समस्त डाक को पत्रवाहक-पुस्तिका में अंकित करना तथा पत्रों को वितरित हो जाने के उपरान्त पत्रवाहक पुस्तिका की जांच  करता है |
• यह अधिकारी अपना कर्तव्य पूरा करने के लिए निर्गमन  से पूर्व पत्रों के सभी संलग्नकों की जांच  करते है |
• अधिकारी को सचिवालय का आधार स्तंभ माना जाता है। क्योंकि जो भी निर्णय की प्रक्रिया होती है वह समीक्षा अधिकारी से ही आरंभ होती है।
• समीक्षा अधिकारी सबसे पहले किसी भी प्रकरण के संबंध में आवश्यक दिशा निर्देश देता है कि संबंधित प्रकरण में क्या उचित है। उसके बाद ही ऊपर के अधिकारी इस पर सहमति देते हैं।
• सचिवालय के समीक्षा अधिकारी द्वारा तैयार निर्णय अनुमोदन पर निर्गत आदेश ही शासनादेश कहलाता है।
• उत्तर प्रदेश सचिवालय के समीक्षा अधिकारी की खास भूमिका और बढ़ जाती है जब विधानसभा का सत्र आरंभ होता है और उस दौरान समीक्षा अधिकारी द्वारा तैयार टिप्पणी ही विधानसभा में माननीय विधायक महोदय पढ़ते हैं।
• आश्वासन समिति ,प्राक्कलन समिति, लोक लेखा समिति आदि विभिन्न जो भी समितियां होती हैं उनमें जो बैठक होता है उस बैठक में जो भी चर्चा परिचर्चा जिस बिंदु पर की जाती है उसकी टिप्पणी भी समीक्षा अधिकारी द्वारा ही तैयार की जाती है।
• फील्ड के जो अधिकारी काम करते हैं उससे संबंधित दिशा-निर्देश की टिप्पणी भी समीक्षा अधिकारी द्वारा ही निकाली जाती है।
• राज्य के जितने भी कल्याणकारी योजनाएं क्रियान्वित होती है उसकी रूपरेखा भी समीक्षा अधिकारी की टिप्पणी के माध्यम से निर्गत की जाती है।
• यदि राज्य का कोई भी अधिकारी चाहे वह जिलाधिकारी हो चाहे बेसिक शिक्षा अधिकारी हो या कोई भी अधिकारी कर्मचारी हो यदि वह गलती करता है और उसकी शिकायत मिलती है तो उस पर शिकायत की जांच की प्रक्रिया भी समीक्षा अधिकारी द्वारा आरंभ की जाती है और अंतिम निर्णय भी सचिवालय से ही संपन्न होता है जिसे समीक्षा अधिकारी ही आरंभ करता है।
• सचिवालय के समीक्षा अधिकारी की बहुमुखी प्रतिभा होने के कारण ही उनके सेवाकाल में उनकी तैनाती विभिन्न विभागों में की जाती है। इस बहुमुखी प्रतिभा के कारण समीक्षा अधिकारी एक ओर चिकित्सा विभाग में काम करने की योग्यता रखता है तो दूसरी और शिक्षा विभाग में काम करने की योग्यता रखता है इसी प्रकार वित्त विभाग, नियुक्ति ,संस्कृति विभाग, खाद रसद विभाग आदि कई विभाग में काम करने का उसे अवसर मिलता है। जो कि फील्ड के अधिकारी को अधिकार नहीं मिलता है।
• सचिवालय के समीक्षा अधिकारी चुकी बहुमुखी प्रतिभा के धनी होते है। तथा वह काफी निर्णय क्षमता में निपुण होते है

समीक्षा अधिकारी एक सरकारी पद है, जिसके लिए हर साल लाखों बच्चे तैयारी करते हैं। समीक्षा अधिकारी को ही रिव्यु अफसर या शार्ट में आरओ / RO (Review Officer) भी कहते हैं। रिव्यु अधिकारी का काम कार्यों की समीक्षा करना है। समीक्षा अधिकारी क्लेरिकल ग्रेड के कर्मचारियों द्वारा किये गए कार्यों की समीक्षा करता है।

साथ ही बताते चलें कि समीक्षा अधिकारी यानी RO की नियुक्ति प्रदेश के सचिवालय यानी secretariat में विभिन्न विभागों के एक या उस से अधिक अनुभागों में की जाती है। जहाँ उन्हें समीक्षा का कार्य देखना होता है। साथ ही विभागों में आये आधिकारिक पत्रों की भी समीक्षा का कार्य आदि करना होता है।

अतः समीक्षा अधिकारी की पदोन्नति आईएएस अधिकारी की भांति विशेष सचिव तक पर होती है। 12- इन्हीं सब गुणों के कारण माननीय राज्यपाल महोदय सहित अनेक सम्मानित अधिकारी एवं बुद्धिजनों द्वारा समीक्षा अधिकारी को शासन का बैकबोन कहा गया है.
